Khmer Buddhist Monk's Congress


Resolution of the Second Khmer Buddhist Monk's Congress
14 January 2007, Auckland

- The Congress listened attentively to the opening speech of Reverend Preah Moha Sutep Surapong, the Head of Khmer Buddhist Order in New Zealand, concerning the practice of Buddhism according to the cannon prescribed by Lord Buddha;
- The Congress listened to the Buddhist discipline in the context of promoting honour, recognition, credibility of Khmer Sangha (monks) in Khmer community;
- The Congress listened to the detailed descriptions and explanations of the Buddhist discipline in Khmer society;
- The Congress listened to the lecture of correct chanting and pronunciation according to Pali language;
- The Congress listened to the discussion of introducing a temple based Saturday and Sunday School for teaching Buddhism and Khmer language to Buddhists and their children;
- The Congress listened to the discussion on the proposed organizational structure of the Khmer Buddhist Order and the temple. Having understood the concept of forming a Khmer Buddhist Council and organizing the Sangha structure within a temple, the Second Congress and its Sangha and Buddhist lay members have strengthened and promoted Buddhism according to the initiative of the Khmer Buddhist Order in New Zealand.
- The Second Khmer Buddhist Monk Congress, held on 14 January 2007, has unanimously adopted the common declaration and agreed to take actions according to its three recommendations:

1. To teach of Buddhist discipline and Khmer language
- That every monks of a temple to assist in teaching Buddhism and Khmer language to Buddhists and their Children during Saturday and Sunday.

2. To organise a Council of Khmer Buddhist Sangha
- That the Council is a formal body to resolve any Buddhist litigations and issues within the Khmer Sangha community and between monks and lay people.
- That the Council is composed of at least a President, a Vice-President, a secretary, and three active members.
- That all the Council Officers are elected annually from the Khmer Buddhist Monk Congress.
- That the Secretariat of the Council to organise the Khmer Buddhist Monk Congress with the approval of the Head of Khmer Buddhist Order and the President of the Council of Khmer Buddhist Sangha.

3. To organise the structure of the Sangha within each temple
- That the Sangha or Buddhist monks have a duty to look after the temple, monks and Buddhist members. Each temple should have at least two monks for the current needs especially in terms of safeguarding Buddhist discipline and practice. An abbot is the head monk of the temple.
- That the Council will nominate the head monk of the temple and appoint him formally with the consent of the Head of Khmer Buddhist Order.
- That the Council of Khmer Buddhist Sangha and the Sangha Body of each temple are officers of the Head of Khmer Buddhist Order.
- That the Head of Khmer Buddhist Order is the President of the Khmer Buddhist Monk Congress.
- That all elected officers of the Khmer Buddhist Order should be sworn in with a temple seal and a water blessing ceremony.
- That Reverend (Mam Savann) and Reverend (Gnanh Thon) have been elected respectively as the President and Vice-President of the Khmer Buddhist Sangha Council for 2007.
- That this three point’s agreement becomes rules and regulations of the Khmer Buddhist Order in New Zealand.
- That any rules and regulations contrary to the adopted rules and regulations of the Khmer Buddhist Order and the Resolution of the Second Khmer Buddhist Monk Congress are deemed ineffective.
- That this unanimous decision is in force from the day of signatory agreement.
